I am a design service provider, and in the early days using Higher Logic took some getting used to. The CMS has evolved a lot and it has become my preferred system for doing design implementations. You don't have access to the codebase/html of individual controls, but the system is completely modular in terms of creating custom page layouts. Thier use of the Twitter Bootstrap grid was novicely implemented, but they continuously improve the codebase. I don't do 'community management' but the system seems to cover all critical bases from my interaction with community managers using the system.
